WooCommerce Free Shipping: Thresholds, Coupons and Zones
WooCommerce free shipping depends on the customer’s zone and the conditions attached to that method. Test the minimum amount, coupon relationship and visible delivery choices as one complete rule.

All Field NotesState the offer customers should receive
Write the region, qualifying products or order types, threshold and any coupon requirement. Include the exceptions you intend to publish. A banner saying “free shipping” should not leave staff to explain a different rule after the customer has ordered.
The right threshold is a commercial decision based on the store’s margins and delivery costs. This checklist helps implement the chosen offer; it does not supply a universal amount. Decide the rule before trying to make the settings produce a convenient test result.
Check the matching shipping zone first
Open WooCommerce > Settings > Shipping > Shipping zones, edit the relevant zone and review or add its Free shipping method. WooCommerce uses the first matching zone. Check the zone order, regions and postcode restrictions before changing the amount; an address may match a more specific zone above the one you edited.
Use valid test destinations inside and outside the eligible region. Note the expected matching zone for each. Keep destination checks separate from basket amounts so you can tell whether a missing method is caused by geography or by the threshold.
Match the threshold to the coupon rule
The amount customers see should agree with the selected shipping requirement.
Minimum amount
The qualifying basket amount must meet the threshold.
Check before/after coupon timing.Eligible coupon
The code must permit free shipping when required.
Verify the coupon’s shipping setting. Both or either
The selected option decides how the conditions combine.
Test a cart meeting only one condition.
Choose the coupon and amount relationship
The core method can use no condition, an eligible coupon, a minimum amount, either condition or both. “Either” and “both” are different promotions. Write a short expected result for a cart that meets only one condition.
If a coupon is required, check its free-shipping permission. Advanced product exclusions, weight rules or carrier behaviour may belong to a separate extension, so identify that owner too. Staff need to know which settings determine the final result when more than one rule applies.

Check whether discounts affect the threshold
The core method offers a setting for evaluating the minimum before the coupon reduction. Review that setting and test a basket that clears the threshold before discount but falls below it afterwards. The displayed grand total is not enough to infer the eligibility calculation.
If taxes, currencies or custom pricing affect the basket, have the implementation owner demonstrate the installed calculation. Use actual approved product prices for the test and write the relevant subtotal, discount and expected method. Avoid copying a generic blog’s arithmetic into a different pricing setup.
Test below, at and above the boundary
Keep the destination and product context consistent while changing the basket around the approved minimum. Repeat the necessary cases with and without the coupon. Then remove an item after free shipping appears and check that eligibility updates.
Inspect the delivery choices as well as the rate. Should pickup remain? Should paid methods still be offered? Confirm the intended method selection and label on mobile. A free option appearing does not prove the interface communicates the promotion correctly.

Keep settings and promotional copy aligned
Before release, record the previous configuration and verify a backup. Have the promotion owner approve the tested carts and destination boundaries. If the offer changes, update banners, policy pages and coupon messages in the same release.
After release, repeat the key cases and check the resulting order’s method and amount. Keep the rule summary available to support staff. When a customer reports an unexpected charge, compare their qualifying conditions privately instead of changing real order totals as a diagnostic experiment.
Common questions
Why is free shipping missing when the basket exceeds the threshold?
Check the matched shipping zone, the method’s conditions and whether the minimum is evaluated before or after the coupon reduction. Custom rules can add further conditions.
Can WooCommerce require a coupon and a minimum amount?
Yes. The core method supports both conditions together and an either-condition option. Test each condition separately to confirm the chosen offer.
Will free shipping automatically hide other delivery methods?
Do not assume it. Review the installed configuration and accept the intended set of choices, including pickup and paid methods where relevant.
What is the minimum useful free-shipping test?
A destination inside and outside the eligible zone, baskets below/at/above the minimum, relevant coupon cases and a cart edit that removes eligibility.
